A shift in licensing for ground handling services at Frankfurt Airport is causing disruption. Swissport International AG, a leading global ground handling provider, has been awarded the contract. However, the transition is proving challenging, as Swissport will not be fully operational by February 2025.
Since 2018, the Wisag Group has been responsible for ground handling at Frankfurt Airport. This license, renewed every seven years under EU regulations, was awarded to Swissport in 2024. The services include loading, unloading, and maneuvering aircraft.
Despite the official start date of February 1, 2025, Swissport has announced that it will only be fully operational by November 2025. In the interim, they can handle only smaller aircraft like the Airbus A320 family. They lack the personnel and equipment to service larger planes such as the Airbus A350.
To maintain ground handling operations, Fraport AG, the airport operator, has implemented a transitional solution. Wisag will continue as a subcontractor, providing services for Swissport with approximately 600 employees.
“We feel a responsibility as a regionally rooted company to ensure operational safety for airlines at Frankfurt Airport while offering our employees stability,” said Michael Wisser, CEO of the Wisag Group.
Wisag has initiated legal action against the licensing decision. The main point of contention: Despite Swissport’s early acknowledgment that it would not meet requirements in time, the Hessian Ministry of Economics insisted on the change.
During the tender process, personnel deployment concepts were evaluated. Despite Wisag’s proven track record of reliable service, Swissport was chosen, a decision that has sparked criticism from Wisag, labor representatives, and airlines.
Swissport has partly blamed Wisag, claiming that Wisag retained its airfield staff. After the licensing decision, Swissport offered Wisag employees opportunities to transfer, but many chose to stay with Wisag. The Verdi labor union has criticized this rivalry, stating it further unsettles already anxious workers.
Wisag argues that the swift transition risks operational safety. Resolving the legal dispute over the licensing decision could take years, while Swissport continues to struggle with staffing and capacity issues. The ministry maintains that EU regulations mandate the transition, even if subcontracting solutions are necessary.
